New Information for Drivers 

·        Effective January 1, 2008
New GDL Laws Go Into Effect

Summary of Nine Provisions Contained Within Senate Bill 172

1.       Triple the Instruction Permit Phase from 3 to 9 months;

2.       Change the nighttime driving restriction from 11 p.m. to 10 p.m. Sunday -Thursday and from midnight to 11 p.m. on Friday and Saturday (contains exemptions for work and school-sanctioned activities);

3.       Double the period -- from 6 months to 12 months - that a new driver may have a maximum of one unrelated teen passenger (exempts siblings);

4.       Ticket drivers AND passengers age 15-20 who violate the passenger restriction law;

5.       Require students to obtain a minimum of 6 hours of actual, on-the-street driver training with a certified driver education instructor (effective July 1, 2008, this provision prohibits the use of driving simulators and driving ranges as substitutes for these 6 core hours);

6.       Implement a true GDL system that requires new drivers to earn their way from one stage to the next (upon issuance of an Instruction Permit, the driver must remain conviction-free for 9 months before become eligible for a driver's license. The teen driver would then have to drive conviction free for 6 months in addition to reaching age 18 before moving from the initial licensing phase to the full licensing phase);

7.       Establish a stricter law in which the driver's license for those under age 21 would be suspended for each additional conviction following a driver's initial suspension for 2 moving violations within a 24-month period;

8.       Mandate drivers under the age of 18 to appear in court with a parent or guardian and attend a traffic safety program as requirements to receive court supervision; 

9.   Establish new penalties including license revocation and vehicle impoundment for street racing.

 

·        Effective July 22, 2006, parent or guardian must certify that an unemancipated minor has received 50 hours of behind-the-wheel instruction, at least 10 hours of which must have been at night in order for the minor to receive a graduated driver’s license.  

  ·        Effective January 1, 2006
Each driver under the age of 18 years and each of the driver's passengers under the age of 19 years (changed from 18) shall wear a safety belt.

Identification Requirement for Obtaining Drivers License

¨      Proof of Birth—Certified Birth Certificate (no photo copy or hospital birth record, valid passport, military ID, or immigration documents.  No photocopies.

¨      Social Security Card.  This will show proof of signature.

¨      Proof of Illinois Residency.  Ex., school transcripts, grade card or class schedule with address, any piece of mail with your name and address.

¨      Instruction permit (white slip).  You must have had your white slip for 91 days prior to obtaining your license.

¨      Home driving practice log sheets with 25 hour certification signed by a parent or guardian.

¨      Vehicle insurance card (if road test is needed) or Cooperative Driving Testing Program Certificate.  Even though you may have passed the Cooperative Test, you may be spot checked by the Secretary of State’s office and be required to drive at the facility.

¨      Certification of completion of Classroom and Behind the Wheel Drivers Education is filed with the Illinois State Board of Education electronically for the Secretary of State’s office to reference.  You will not receive a physical copy of your “blue slip”.  You may access the ISBE web site at https://isbes1.isbe.net/driveredweb/inquiry.asp to verify that you have been approved.

q       YOUR MUST BE AT THE FACILITY AT LEAST 1 HOUR BEFORE CLOSING TO TAKE THE DRIVING TEST.

q       Your permit must be 91 days past its issue date and you must be 16 years of age.
